The ritual point is interesting, I see it as a way for the rulers to explain (bold/italics) their actions to the commoners, in a way they understand and thus giving meaning to their actions. When this information transmission is missing or lossy, there is general sense of confusion amongst the lower classes, who usually cannot comprehend the much grander, farther reaching strategic goals planned by their rulers
